Staff shortage of Chorley Hospital in Lancashire
has forced its A&E service to temporary close
, amid similar pressures across England

Chorley Hospital has 8 out of 14 doctors it requires and have faced `difficulty in staffing the rotas.
From Monday, the emergency department at Chorley Hospital will be temporarily replaced by an urgent care service until the staffing crisis is resolved, as it risks patients' safety

and there has been a constant struggle on the lack of medical staff

“We simply cannot staff the rotas, and it is an unacceptable risk to patient safety to attempt to provide an emergency department service with no doctors available to see people.”
A cap on spending on NHS agency staff
came into force in England last November despite many who worry over existing shortage of doctors and nurses

The much debated
rule came into force in England in November and it meant by April, NHS trusts are not able to pay agency staff more than 55% per shift than a permanent staff.
There has been constant lack of doctors and nurses to fill vacancies of hospitals across England.
NHS trusts say the cap is to remove pressure on the health service's finances

However, agencies say they are being demonised when the problem lies in a shortage of trained staff
.
Agency spending is one of the biggest costs to NHS trusts and the cap is said to save £1bn
over the next three years.
The cap was introduced following reports showing that NHS trusts in England have overspent by £1.6bn so far this year (2015-2016).
